Order of customs registration of containers in ports of Ukraine.

Under messages of the newspaper "Comment", since December 01, 2009 in Ilyichevsk sea transport port to be reduced there were sharply volumes of transfer of containers and container cargoes. For this reason, already some vessels with container cargoes, the following in port Ilyichevsk, have been redirected for unloading on container terminals of port Odessa.
However, container terminals of Odessa also can stop since New 2010 because the Cabinet of Ukraine, the decision № 279 from March, 05th of current year, has made essential changes of an order of crossing through frontier of Ukraine of vehicles and cargoes including container cargoes. In particular in the decision registration of the cargoes transported in containers is underlined, that customs bodies should be made out of territory of check points for shipment of cargoes on sea vessels being on port territory, and in territory of zones of the customs control of cargo customs complexes or on container terminals.
Such specialized container terminals which process almost 99 % of all containers crossing border of Ukraine, in the country there are only two - in STP Ilyichevsk and STP Odessa. In port of a city of Ilyichevsk the given decision of Ministry has been executed ahead of schedule, since December, first, and now, is direct in port, customs registration of containers is not made. At present in port Ilyichevsk customs registration of containers is made on container terminals of Open Company "Bond", Joint-Stock Company "Ilyichevskvneshtrans" and "AvtoZAZ".
From the moment of the termination of customs registration of containers representatives of the transport-forwarding and navigable companies have been compelled to inform port administration, that through port of Ilyichevsk, because of the arisen problems at customs, the goods traffic of container cargoes is strongly reduced and that addressees and senders of cargoes bear the big additional expenses on port transport services, to $150-200 for the container.
Representatives of the container market of the country, also have declared, that if customs registration will be such and further they will be compelled to redirect delivery of containers to Ukraine, through the Romanian ports, and then to import them into our country motor transport. Such kind of delivery of container cargoes for our addressees will be much cheaper, than to import through ports Ilyichevsk and Odessa.
